Director Bicking, known to Eastern as “Chief” arrived at Eastern in Sept 2017.  Prior to his current position as Director of Public Safety at Eastern University, he was employed with West Chester University Department of Public Safety for 32 years, the last 28 years, Chief served as Director of Public Safety & Chief of Police until his retirement 2017.  Chief has also served as a municipal police officer and detective.

Chief Bicking served as counsel to the Pa State System of Higher Education, Office of the Chancellor in Police, Security, Threat Assessment, Parking, Risk Management and Labor Negotiations.  Chief led the PA State System Chiefs of Police from 1992 until 2017.  Chief holds a BA in Political Science from Lycoming College and has completed course work for an MS in Criminal Justice at West Chester University. Chief holds certifications in Crime Prevention Through Environmental Design (CPTED), Basic & Advance Emergency Management from Pa Emergency Management Agency (PEMA), Executive Protection and an instructor certification in Police Response to Active Shooter.  Chief Bicking is a graduate of the Gavin DeBecker Advanced Threat Assessment and Management Academy.

Chief Bicking is an experienced presenter and considered an expert in numerous topics including Crime Prevention, Physical Security, Police Services and Threat & Risk Assessment. Chief is a senior consult with Standing Stone Security Consulting. Chief Bicking also served as a Clery compliance instructor for the national non-profit organization, The Clery Center, from 2014 through 2020.  He is married to Vicki and has a son, Spencer, and daughter, Darby.
